Job description

Accountabilities • Provide strategic direction and day-to-day leadership for Owner’s Agent Construction Management Services and Construction Security activities across the program. • Support design and pre-construction activities, including constructability reviews, value engineering, requirements development, and preparation for efficient construction execution. • Establish and standardize Construction Management processes across project locations, integrating quality assurance, safety, independent testing, security, and related functions. • Advise program leadership and clients on complex technical, contractual, acquisition, and construction challenges, developing practical solutions that protect schedule and delivery objectives. • Coordinate with government representatives, contractors, agencies, and other stakeholders to ensure construction and security activities remain aligned with broader program objectives. • Direct Owner’s Agent construction management activities and ensure contractor work complies with contract documents, quality expectations, safety requirements, and established project controls. • Lead quality assurance activities, including quality plans, acceptance inspections, deficiency tracking, and coordination with independent testing providers. • Oversee programmatic construction safety activities, performance metrics, and coordination with government and contractor safety representatives. • Manage processes for RFIs, submittals, pay applications, and related documentation, ensuring timely reviews, traceable decisions, and alignment with cost and schedule objectives. • Oversee independent testing and special inspection activities, ensuring materials and construction comply with design and specification requirements and support commissioning and turnover. • Lead Construction Security activities, including Construction Surveillance Technician support, deployment planning, daily surveillance coordination, reporting, access controls, and accreditation requirements. • Integrate security considerations into design reviews, construction sequencing, commissioning, and overall project risk management. • Manage staffing, recruiting, mobilization, sustainment, and execution across Construction Management Services and Construction Security functions. • Ensure functional teams are appropriately staffed, organized, and led while maintaining financial, schedule, quality, safety, security, and deliverable targets. • Mobilize resources across support functions and geographically dispersed offices to build effective, integrated delivery teams. • Monitor program performance and provide senior leadership and client reporting on milestones, risks, cost, schedule, quality, safety, and security. • Integrate reporting from multiple functional areas into accurate, timely, and actionable program-level insights. • Maintain strong long-term relationships with government clients, contractors, agencies, and other stakeholders while collaborating with fellow program leaders. • Identify program risks and develop mitigation strategies across different contract structures, delivery methods, and market environments. • Drive process improvement, standardization, collaboration, and consistent execution across the broader program. Requirements • Bachelor’s degree in a related discipline, preferably Engineering or Construction Management; a Master’s degree is preferred. • 15+ years of broad and progressive experience delivering Owner’s Agent project or construction management services on large, complex projects or programs. • Significant experience with Progressive Design-Build delivery, particularly supporting customers as an Owner’s Agent or Representative; experience with CM at Risk or other alternative delivery methods is also valuable. • Experience with major new construction projects with constructed values exceeding $250 million, with experience above $500 million strongly preferred. • Proven ability to lead large teams and provide direction on complex assignments within matrixed organizations and geographically distributed environments. • Strong understanding of Construction Management practices, including quality assurance, safety, scheduling, cost management, contract administration, and project controls. • Experience with Profit and Loss management is preferred. • Federal government, Department of Defense, or related government program experience is preferred. • Demonstrated expertise in risk identification, assessment, and mitigation across major construction programs and diverse contract types. • Strong process-improvement mindset with the ability to establish standardized operating practices and drive collaboration across functions. • Excellent written and verbal communication skills, including the ability to prepare clear, accurate reports and presentations for senior government and executive stakeholders. • Confident, high-integrity leadership style with a strong work ethic and the ability to organize teams and deliver outcomes in complex environments. • Demonstrated ability to establish and maintain long-term client relationships and collaborate effectively with multiple stakeholders. • U.S. citizenship and the ability to successfully complete required federal background checks. • Ability to obtain and maintain a federal security clearance in the future, as required. • Professional registration such as PE or RA is preferred. • PMP and/or Certified Construction Manager (CCM) certification is preferred. • OSHA-10 or OSHA-30 construction safety certification is preferred. • USACE/NAVFAC Construction Quality Management certification is preferred. • Ability to manage competing priorities, assess emerging risks, and make sound decisions in high-pressure program environments.
